[TN-Bird] (Measuring) bird declines

It is very clear that limited resources are available to preserve habitat
and to otherwise protect birds. It is also clear that the public (voters!)
quickly gets bored when it seems that what they call "the
environmentalists", "bird lovers" and "tree huggers" don't agree.
It is therefore imperative that we use the most carelful estimating
techniques available to determine which are the species of greatest concern.
Jeff Wilson's points are good ones, and we should take them as
contributions to our discussion about how to accomplish the imperative
mentioned in the last sentence.
