[TN-Bird] Kingston Refuge access?

Does anyone know about the current status and access rules for Kingston
Wildlife Refuge? In the past, you could access the refuge from the
parking area near the boat ramp at Kingston Steam Plant. This area
is now fenced in although there is a gate where the fishermen were
going in. The path toward the refuge is surrounded by large construction
equipment and supplies and "authorized personnel only" signs. From the
interstate, it looks like a large section of the refuge has been graded
off. It's been a few years since I've been on the refuge itself but
I've had Mourning Warbler and Black-billed Cuckoo there.
