[TN-Bird] Re: FW: migratory bird list: proposed revision

I read this announcement when it was released last week.  It is a proposal
to amend the list of birds protected under the Migratory Bird Treaty Act.  I
don't think there is any compelling need for the TOS Conservation Policy
Committee or others interested in Tennessee/North American bird conservation
to comment on it.  The proposed amendments don't seem controversial to me
and mainly consist of 1) updating the list to include a large number of
accidentals that have occurred in the U.S. since the list received its last
major update and 2) updating the taxonomy in the list to reflect recent
changes in the A.O.U. checklist.  The USFWS is not changing the status of
the mute swan, which was the subject of a 2005 rulemaking that declared it
was not a native species subject to protection under the MTBA.

Don't know if I qualify as a knowledgeable subscriber, but these are my
thoughts on the proposed rule.
