They are in and around Newport, Cocke Co.  As you say, deafening sound there

  The wings you describe are most likely cicada wings.  Parts of the eastern 
U.S., including parts of east and middle Tennessee, are presently in the midst 
of an emergence of Brood XIV of the 17-year periodical cicada.  Compared to the 
common dog-day cicada that is present every year in late summer, this 17-year 
periodical cicada is smaller, has an all-black body, bright red/orange eyes, 
red-orange legs, and red-orange veins in its wings.
  When I ran the 25-mile Elk Valley Breeding Bird Survey Route in Campbell 
County on May 31, I heard periodical cicadas at over 40 of the 50 stops.  At a 
few stops, they were so loud that I had trouble hearing birds.  There are 
presently some places around Norris where their calls are deafening and the 
ground is littered with their spent carcasses.

  I have not seen much about this outbreak in the local news media.  Are any 
other TN-Birders finding these cicadas this year?
