Well you are assuming that people who buy milk only buy milk... Everyone
has to do a monthly shop sooner or later :)

Thus the question is... If you're doing a monthly shop are you less
likely to get upset if there's a queue?

If I understand you correctly, the grocer should penalize the guy who is
spending hundreds of dollars in his store so he can accommodate the guy
who is spending 3 dollars.  You make about 6 cents on a gallon of milk,
so if you just want milk, actually it is not worth the grocers time to
even use the cash register. This is a great example of a terminal server
though!

Eventually the work gets completed, granted those with large shopping
carts get penalized (but hey, shouldn't they. I don't particularly like
getting stuck behind the person buying a years worth of groceries just
so I can get something for dinner) If the lines continue to get longer,
(thus a longer
queue) then you have a bottleneck.  It's time to upgrade.
