Jim you mention one of the most salient aspects to this - namely "enduser will notice". If they (the users do) you are either doing something good, or bad. Otherwise, it's quite difficult to test, automatically - as Rick hinted at. The irony of the situation being that if the setting does matter, does have an effect, it's probably a Bad Thing (TM). My understanding being the setting affecting the limits - rather than an absolute. The reality being that threads may well not be hitting such limits, anyway (point being, the OS may well release a threads control, before it's feasible limit is reached). And if they are, on a terminal server, that's probably a Bad Thing (TM) for the users as a whole.
