[THIN] system has reached its license logon limit

Ok, We had an a strange one this morning.
We are in the process of migrating our users to PS4.
In th meantime we have a farm that is mixed Metaframe XP and MF1.8.
This morning we got an error tht "the system has reached its license logon
limit" for all Non-administrative users.
After checking ath we had less than 1/3 of our users on. I finally
remembered that turning off and back on "interoperability mode" corrected
this issue once before.
However I never was able to determine why it screwed up in the first place.
My boss is going to want an explanation of why this occurred. Is it just
because we are in interoperability mode?
I know its not designed for long term use but our migration is taking longer
than we planned.
