[THIN] regulate licenses

If publishing a desktop, how do you guys regulate licensing for
applications? In other words, let's say that I've got 25 licenses for
Visio. I install it on a Terminal Server and 50 people have access to
the Terminal Server.
From what I've read, technically you need 50 licenses because 50 users
can "potentially" use it. Just wondered how most of you handled that.
Assuming that Citrix is not installed on top so published apps were
not possible.
