On a machine that has ICA Client 10 installed, go to C:\Program Files\Citrix\ICA Client\Configuration. Copy the icaclient.adm file to c:\windows\inf on the machine where you are running the Group Policy editor. Add the .adm to the group policy and enable the options for local username and password. The settings in the .adm file can be set per-machine or per-user. The docs for the ICA client 10 show that anything in the .ini files can be centrally controlled using group policy.
