Mandatory profiles will only prevent profiles being modified
persistently.
That won't prevent profiles being modified concurrently (ie whilst
*users* are currently logged in).
If the issue is with concurrency, the only answer (realistically) is to
use individual accounts.
If the issue is with persistent settings, then it may help, but then
you've got to do something about setting the correct defaults,
dynamically.
To the OP - use profiles properly, or your doomed to them being a huge
headache.
