[THIN] launching apps by subnet

we wrote an exe that checks you subnet and reads an ini file for options
ie=20
runapp.exe keystone
this reads the keystone section of the ini file and based on subnet =
either launches the network share version of oracle or runs the =
published app
the variables passed are for each section so it supports mulitple apps, =
we do this so a user who uses wireless gets a citirx session where a =
100/full user gets network, also sorts roaming users
