[THIN] delay while "applying settings"

We added a couple people to a new OU in our W2K domain and assigned a
new group policy to that OU. Now when those people attempt to log into
CITRIX via an ICA connection (internally), the screen will just sit at
the part where it shows "applying settings". I would think that is
normal for a short time, but these delays have lasted longer than 10
minutes without getting past that screen. Is that to be expected?
