Well these specific requirements need to be addressed with something else on a TS environment. There are no built-in tools to do that. I'm still not seeing it... Yes, you have have network printers installed (even by user using scripts) and prepopulated using printmig. But i'm not seeing how drivers would be replicated and acls assigned without having to go to every server in the farm and manually perform a process.
