There are likely 2 reasons.

1 The configuration is incorrect somewhere
2 There is a timing issue with EM not starting the hive in process till after 
active setup has been checked / run.

Do you want to attach your latest EM config

All of that is in place...still no dice.  Runs through personalized settings
