When you say "clearing his license file out " do you mean deleting the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSLicensing\Store\LICENSE000 ? If not, try backing up and then deleting this registry key. Or from the same workstation try connecting via RDP or RDC to the Terminal server, if it also fails you can assume it is a MS WTS-CAL issue. If the workstations have iKey installed, it will produce the same symptoms, (uninstall iKey to verify). One is using Windows VIsta, the other WIndow XP. Both have the latest WEb client (9.23) The system never advances past the negotiating capabilities point. I have seen several articles saying that it gets to that point then closes out, and that is usually a license issue. In the case of one user I have tried clearing his license file out and he is still getting the issue. The other user just started reporting the problem today. Not sure what to check next.
