I believe apps only have to be written for AWE if a single process needs to use more than 2 GB of RAM (like SQL Server). If you put in more than 4GB RAM, use of the PAE switch will enable an application with AWE support (Address Windows Extensions) to access the additional RAM. But only if you have apps that support AWE. This would be things like database software. It isn't for terminal servers. A better solution, although bleeding edge, would be running the 64 bit version of the OS and Citrix.
