[THIN] Windows Installer

I am runnning Windows 2003 /TS and MPS 3.0. I am working on a locked
down desktop via GPO's and according to the MS document it sugests
that you disable the Windows Installer server. I am assuming by doing
this would not allow Installation Manager to function?  Can someone
conform this?
