How about.

Enable the "Deny logon locally" policy option for your domain.  It's in
Computer Config/Windows Settings/Local Policies/User Rights.  

You could also go one step further and set the "Number of previous logons to
cache" from the default 10 to 0, meaning if they can't hit a DC when they
try to authenticate, they can't even login to their computer with the cached
credentials.

And now that I just typed this, I found what you are wanting to do via a
google.com search:

The Logon dialog box settings can be controlled by a couple of Registry
settings:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
    ShowLogonOptions = 1
    DefaultDomainName = "domain"

The ShowLogonOptions setting changes the logon dialog box and the behavior
of the Options button:

ShowLogonOptions = 0:
    User name _____________
    Password _____________
        Options >>

ShowLogonOptions = 1:
    User name _____________
    Password _____________
    Log on to: ____________
        Options <<

The DefaultDomainName setting specifies what domain is initially listed in
the "Log on to" field.

I did that, but the end users just click on the options but to see what
they can 'play' with.
