[THIN] Why is Tools \ Folder Options \ File Types greyed out?

I'm in Tools \ Folder Options \ File Types and the "New" "Delete" "Change"
and "Advanced" buttons are greyed out. Any ideas why or how to fix?
I'm running Win2k, SP3 with Citrix XP FR2.
