[THIN] Web Interface Install Question

I downloaded the WebInterface App from MyCitrix and I'm trying to
install this thing.
I have installed ...
.NET version 1.1
.NET SP1
J#

and still it errors out saying I need to install .NET version 1.1

Has anyone installed this as a stand alone app? We still are on Citrix
XP FR2/SP3, Windows 2000 SP4.
