c:\Program Files\Citrix\Web Interface\5.3.0\languages\common_strings.properties

That file contains the various strings that can be replaced.

I was looking in \Inetpub... It is not there.

That's not it. The page has a bunch of includes for more pages that dynamically 
generate content.
