Yes, it does. When you install up to Windows 2000 SP3 the MS JVM is included
and then can be updated via Windows Update. When you start with a full SP4
install, the JVM has been removed from the install package due to the law
suit with SUN.

MS may have subsequently made it available for download, but as of a few
months (when we stopped installing 2000 for clients) you had to search the
Internet to find an older version of the MS JVM, install it and then update
it with Windows Update....

I can't seem to install VM on a pre-built Windows 2000 SP4 server.
