I doubt it but in the land of the rat, anything is possible.  I would recommend 
you contact the rental car counter at the Orlando airport and ask them 
directly.  I don't think the "a guy on my listserv from Florida said I could" 
argument would get you very far.

I'm visiting the States ina  few weeks, for the first time. I have a car
booked but my UK driving license is of the old paper type, rather than one
of the "big-brother is watching you" photocards. Can any Floridians confirm
that I'll be able to rent the car using that license and my passport at
Orlando Airport?
