[THIN] WINLOGON.EXE woes

Hi all.
I have a Citrix server that has the spooler service using about 25% cpu, and
about 12 WINLOGON.EXE processes taking up to 5% each.
I have found an article that appears to relate to this problem:

The server is still on SP3.
Has anyone had this problem themselves? Did this hotfix fix the problem?
It requires SP4, which is my biggest concern.
Any ideas?
