You might be able to fix the msi with orca, like with the VI client on 64bit 
systems.

When I attempted to run the installer with compatibility mode enabled I 
received the same error.
The installer is doing a hard windows version check.
I am sure it can be worked around if anyone cares to spend the time.  Possibly 
install on 2003 then upgrade if having 2008 is a must.
 
It is no different than the lack of support for the client on a 64-bit OS.  
That is a hard check as well as it won't allow you to install the 32-bit 
version on a 64-bit OS.
