[THIN] Visio Viewer 2003 won't open file off of network share

Here is an odd one.

We have a bunch of servers this is happening on:
Windows 2003 Server SP2 (or SP1)

Visio viewer installed.
(opens in IE)

Double click on visio file on local drive opens in browser fine,  Says
My Computer in bottom right corner of IE.
Check addons and Microsoft Visio Document Active X control is there
VVIewer.dll

Double click on visio file on network share. Fails get these message:
Says Local Intranet in bottom right corner of ie
Check addons and NO visio viewer listed.
Says done (with errors).  Open errors
First:
Line 2
Char 1
Errror Invalid Character
Code 0
URL: file://\\server\share\path to file

Second:
Line 1
Char 1
Error object expected
Code 0
URL: file://\\server\share\path to file

Tried lowering security on Local intranet no luck

If I put in the path directly into address same problem.
