Absolutely - tremendously good point. It doesn't make sense to treat terminal servers like PC desktops on steriods. It makes sense to treat them like other server real estate - which means not letting normal users cause any problems on them. Opening them up, just because it's quick and easy, and less hassle, is the route to the dark side of the force, and likely no end of problems on an ongoing basis.
