Should I still use the Microsoft procedure for updating the MDAC on
Terminal Servers?

Is there any reason not to go with the latest MDAC 2.8?

Not recommended. What reason do you have for not updating it? There
isn't much to it. 
Also you can probably just load FR3 SP4 and get all those fixes.

Yes, if you are using indirect, DS server must be upgraded first,
because
fields need to be added, etc. etc.

Version of MDAC? 2.71.9030.9 is working, but I think 2.6 will work.

Go ahead and apply the following Citrix Hotfixes along with your regular
deployment - XE103W2K082, XE103W2K100, XE103W2K120 (may have been
superceded
by newer ones, but these are all significant and contain multiple fixes)
I
am assuming Win2k.

We tested the upgrade pretty extensively, having been reamed by FR2, and
had
no problems at all.
