[THIN] Unable to connect to the CGP tunnel destination (127.0.0.1:1494)

Has anyone seen this error before?

Unable to connect to the CGP tunnel destination (127.0.0.1:1494)

I have a server that in all respects other than this error appears to be
fine, but cannot accept connections.  Telnet to port 1494 fails as well.
