Symptoms
Shadowing a session using the ICA toolbar results in the current user’s 
published desktop opening instead of the desired result, which would be to 
connect to the user’s session. 
CTX644401 – Connecting to a Published Application Produces the Entire Desktop, 
Explorer.exe.
Reproduction
Connect to the Presentation Server system as a Citrix administrator.
Launch Shadow Session from the ICA toolbar (click Shadow to open the Shadow 
Session window).
From the Users list, select any user session available, add it to the Shadowed 
Users and click OK. 
Log on with your current user (admin) credentials when prompted.
The current user’s (admin) published desktop opens instead of a shadow session.
Cause
The Terminal Services Configuration (ICA) settings are overriding the Citrix 
Connection Configuration (ICA) settings. 
Thus, the Citrix ICA connection properties are not retaining the settings for 
Initial Program. If you open the Citrix Connection Configuration (ICA) settings 
you can see that the properties for Initial Program are not configured (refer 
to the following screen shot).
Note: Any changes you make to these settings are not retained.

Resolution
Change the following Terminal Services Configuration (ICA) settings and Citrix 
Connection Configuration (ICA) Settings:
Open the Terminal Services Configuration utility. Under Connections, select the 
ICA-tcp connection and then open its properties.

Select the Environment tab and check your current settings.
If you are experiencing this issue, select the Do not allow an initial program 
to be launched. Always show desktop radio button under Initial program (as 
shown in the following screen shot).
This is the only setting currently not in the Citrix Connection Configuration 
(ICA) settings. Selecting this radio button overrides everything.
Note: The default setting for Initial program is Run initial program specified 
by user profile and Remote Desktop Connection or Terminal Services client.

Now that you’ve changed your Terminal Services Configuration (ICA) settings, 
you can verify the change by opening your Citrix Connection Configuration (ICA) 
settings. Use the following procedure to do this:
Double-click the ICA-tcp connection.

Click Advanced.

The inherit client/user config check box should now be selected..
