I know with FR2 one of the problems was that the Hkey_users .Default would get large with large numbers of users, Citrix was caching a a bunch of printer garbage in there. However if you're maxing out, and user numbers haven't increased, you've possibly also got a problem with either bloated user profiles (ntuser.dat) or excessive grwoth/freagmentation in the Software hive. Software generally should be no biggere than 30-35 MB or you may have a problem. It's worth running regcompact against one of your servers (after aa backup).
