The thing is that it is not in All Users as you would expect. I think there
must a reg startup setting that adds it to each users "Quick Launch"....

Do you mean the "tray" to the immediate right of the start button?
Do you need this, from memory, the classic shell gets rid of it.
I have (in the past) made this W2K "innovation" empty, I seem to recall it
being either "stubpath" in the registry, or some folder contents (either in
the current users profile, or the default profile).
