Do you mean the "tray" to the immediate right of the start button?
Do you need this, from memory, the classic shell gets rid of it.
I have (in the past) made this W2K "innovation" empty, I seem to recall
it being either "stubpath" in the registry, or some folder contents
(either in the current users profile, or the default profile).
