have you tried tsshutdn 0 /server:<servername> /reboot /delay:0 /v
one warning though, make sure that you use the /server option or you
will shutdown/reboot the machine that you are running the command
form. It is a built in MS tool should do the job. if not it is time
for a site visit :-(
