Yes, ICA works failry well out of hte box with Satellite connections.
(RDP isn't half bad either).
Remote control items such as RAdmin, VNC, etc. don't survive well.
IPSec tunnels work okay, but straight ICA is the better solution in this case.
And yes, the ICA connection can be tuned at the server level, and it
does help with the experience. (it is a registry hack which
compensates for the extended latency).
I have not had to do this since MetaframeXP days - I am guessing that
these days a policy could be built that will handle most of the
tuning.
If you run WANScaler you can also give the user the PC based client
and that will do a lot for them as well.

I don't specifically remember where, but there is a feature that allows you to optimize ICA sessions for a "High-Bandwidth, High-Latency" connection. From what I understand, it was by a government request specifically for use with sat connections.
