If this was done originally during installation, you will have to
reinstall. I know of some people that have tried to reverse this before
and whatever it is that Metaframe does, it doesn't seem to be simply a
registry edit or anything simple.

Indeed, on server how Prohibit remote control are disabled the shadow
value is 1, and reversely on server how prohibit remote control are
enabled the shadow value is 3,I have changed it to 1, but I still could
not remote control the ICA session on those server.
I may be are configured or set on different location in registry. I
export whole key ICA-Tcp and run it a server, but nothing help.

Look in [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal
Server\WinStations\ICA-tcp] for the DWORD value "Shadow". Set it to
value 1. Should take care of things.
You can play around with different values (up to 4 if I recall). To
change the settings.

I have searched there, but I can choose between the following:
Disable shadowing or
Enabled: input OFF,notify ON or
Enabled: input OFF,notify OFF
I can not choose for example
Enabled: input ON,notify ON or
Enabled: input ON,notify ON
Because is not selected during Citrix installation, is this option not
available.
but I think it may be possible to enable it after installation through
editing registry or something similar but I don't know what and where?

Look in the Citrix Connection Configuration program, double-click on the
protocol, then click on the Advanced tab. Shadowing options are at the
bottom.
