If your W2K Domain/Ad structure is plain and simple (1 domain, 1 tree) look into your DNS server. In W2K Group policy (and a lot more) is applied using DNS. Make sure your client is using the correct DNS server to get GP settings applied. To apply settings in bulk put all your servers in 1 OU and apply the GPO. Use FullArmor software to control your GPO settings. Hope this helps.
