[THIN] Resource Manager db

Hi All,

Does the RM database store in UTC?  When I look at the table, everything
seems to be about 7hrs ahead.  Just so happens, I am at UTC -7.  Also, when
I click on Update Now, I notice that it sometimes can take up to 15 minutes
for the entries to show up in the session table.  Is this normal?
