Matt,
It's about what you need, or want out of them. Do you need standard win32
apps to run local? Do you need to run published apps and deliver them to a
standard start menu to appease user transition? Do you want a local web
browser with controlled plugins and streaming media? Those are a lot of the
turn off/turn on items for CE v. XPE. I'll leave Linux out of the equation
from my side since there's a lot of people on this list who already know my
opinion of Linux as a thin client, and it's not a good opinion ;)
The big question is where do your applications lay? Is there anything you
need local - the web browser is a big one, especially for folks who need
ActiveX, flash, or java. Is there a situation where you need client
printers? Also, what's in your future -- Will there be a XAML app in your
future - if so, running it on XPE is absolutely going to (initially, at
least) work far better. If you can absolutely say you won't need any of
those items for a user, or for your entire organization in the next, say, 4
years, then you probably don't need to worry about XPE, you can probably be
safe to go with CE and save some money. Otherwise, take time to evaluate
your situation and each department's needs, you'll probably eventually end
up with a mix of clients, which is probably the best place to be.
As someone else said, get eval's, not only of their clients but also ask the
question on the management software and get an eval of the management
software. A lot of times this is more important than the client itself.

What's the advantage of using XPe vs. CE or Linux? It seems like the
clients have to have so much more resources (and are priced
accordingly)?
What is the benefit of having a native web browser on the thin client?
