Hi Doug,
Your VAR didn't do you a favour in giving user's elevated privileges. They
could have added some real value by analysing exactly what the app required and
determining whether an app-fix (eg application compatibility fix) could have
done the same thing.
There are very few reasons for giving users any elevated privileges, and in
those special cases ONLY the privileges required should be assigned. I can't
offhand think of any scenario that would include shutdown rights.

level.
So they have semi-elevated privileges.

as I recall, under 2003 a remote user cannot shut down if they only have
user level permission and nothing higher.
