How about using Regmon and filemon? Give them elevated permissions on the
application but not on the server.

Due to issues with our ERP software, our VAR created a new permissions
level.
So they have semi-elevated privileges.

Doug:  what is the permission level of the users?

as I recall, under 2003 a remote user cannot shut down if they only have
user level permission and nothing higher.
