[THIN] Problem with HP LJ 4250 install

I have hit a big roadblock.
 
I have a test MF XP W2K box that I install my printer drivers on first to
test.
 
For some reason I can't get the HP LJ 4250 PCL5e or PCL6 drivers to install.
(v60.42.242.0)
 
I have tried 2 ways.  Connecting to a queue on a print server and manually
installing the drivers (add printer)  neither work.
 
Everything looks fine for the print queue method but when I try to print it
says the printer is not available.  When I look in the event log it seems to
be reinstalling the printer drivers everytime I try to access the printer.
No errors. other than it says it is not avaible.
 
When I do the manual install everything goes fine until the last step when
it starts to install the drivers.  (screen with the Finish button).  Does
the driver install and than just hangs there.
 
I have tried restoreing to a previous printer driver point with printmig3.1
still same problem.
 
I can get the NT/w2k drivers to work but I don't want to use them as they
can cause os problems. 
I wanted to use the W2k/xp drivers.
 
I tried on another w2k non citrix box and it worked.  I don't want to try
this on my production boxes in case it causes big problems.   I only have
one test server with this config.
