If you're looking for a script, try:

- USRLOGON.CMD 
- USRLOGN2.CMD
- HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
- HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\AppSetup
- HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\UserInit

  That's a few for starters, although there are more. Presumably this is NT4
since you mention User Manager, so Group Policy won't be a factor.
