Hide or restrict access?  Is it possible you are just hiding the drives and
not restricting access...I remember the policies surrounding this are not
really named very well.  Suggest you try both settings and see what happens.
I agree with Neil that NTFS perms is a good option to use as well.

Like why NTFS permissions didn't prevent the user from saving to the
drive?
