File and registry permissions should see to most of it.

Have a couple of 2000 Terminal Servers in an NT domain so I cannot use a
GPO.

We have a few users who get a published desktop and I want to prevent them
from 
being able to add software. Locally I can disable add/remove programs but
that 
doesn't take away their ability to install software via other methods. Other

than NOT publishing the desktop, is there a way I can lock this down via
local 
pol on the 2000 box?
