If it's Outlook 2003 then SP1 for Office 2003 resolves an issue where
signature settings are not remembered when users roam between servers or
PCs.

I beleive there is a hotfix form MS out there somewhere for this.  I can't
find the exact one but i am pretty sure someone else on the list went
through this recently.
