Assuming you mean Junk Mail, this feature requires cached Outlook - which you
can't (Sensibly) do on Terminal Services.
You could try this:

But I'd guess with mailboxes of any size you'd be setting yourself up for a
world of pain...

We are running Citrix 4.5 and Office 2007. When users click on the Approved
Sender list in the Spam Mail folder they receive the following error message:
Microsoft Office Outlook cannot provide form scripting support.
This feature is not available.
Any ideas?
