I found my answer. Due to our general paranoia we're running appsec as well as limiting launchable exe's under GPO. Outlook was entered into appsec using it's full path name (C:\Program Files\\Microsoft Office\OFFICE11\Outlook.exe) when the truncated pathname (C:\Progra~1\Micros~1\OFFICE~1\Outlook.exe) was added to appsec all worked like a charm.
