Haven't done this myself but have you had a look at HKU\Software\Microsoft\Office\9.0\Common\General\Signatures and changing this to something like H:\Signatures, or whatever your home location is. If this works, and I think it should, you can then set it as a policy for all users. You would then need to set a signatures folder for all users in the home directory - mmmmmmm. It would then be preferable if users couldn't see it, delete it or rename it. HTH.
