This type of behaviour can be caused by TS licensing issues. Check your 
eventlog for event id 1003-5 events relating to TS licensing.

Our farm is MPS 4.0 and all servers in the farm are Windows Server 2003 w/ all 
the current Windows critical updates and patches.  We are experiencing a 
strange problem, a couple of the servers in the farm will not allow some users 
to connect to any of the published applications or published desktop on them.  
After they log in and try to kickoff any application or desktop, dialog boxes 
display stating "Preparing to connect", "Connection in progress", "Connection 
established...Negotiating capabilities", then nothing happens.  I've check the 
event logs in the servers experiencing the problem, and do not see any 
information related to the issue.  It only seems to be happening to certain 
remote users workstations.  It does not seem to matter if the remote 
workstation is Windows 2000 or XP (up to date with Windows critical updates).  
Fortunately I have one server in the farm that allows those users to connect 
so, when they log in and open a published app/desktop, they are always directed 
to that particular server.  Has anyone seen this problem before?  Any 
assistance would be greatly appreciated.
